LO scratching face bloody 😩 help!!!

My LO has eczema and our pediatrician keeps saying oh just out aquaphor and hydrocortisone and all will be fine. Well she's scratching her face to the point where blood is covering her crib in the morning!!! I've tried every single eczema cream, she wears mittens to sleep ... I breastfeed and have cut all nuts, barely any dairy (cheese on a sandwich kind of thing) but I'm at a loss and my pediatrician is no help!!! Do I try to get an appointment with a derm or with an allergist at this point?!
