Long Replies for some users?

Quick, but probably stupid question. I was wondering why some users are able to post significantly longer replies on comments than others? I'm a life-time premium member, and my replies are always limited in length. I've seen some that are significantly longer, and I wondered what the difference was. Not comments, but the replies within the comments.

If you're responding to the OP, your reply isn't limited.  If you're responding to a responder,  its limited.  
Also, even if the OP responds and you respond back,  it's limited.

I asked this question before and was told it depends on the phone. Android users can post longer texts.

I could be wrong, but I tend to think it has something to do with the type of phone you are using. I am wondering if android users have more space to write when replying to a comment.
