car seat question??

My daughters straps were starting below her shoulders so I moved them up one and now I'm not so sure if it starts too high... I know they're supposed to be at the shoulder but I'm just always paranoid! Better safe than sorry!!!

Thanks guys! My hospital told me it should be below so I was totally confused!! I thought they looked a little high! I moved them back down one before we went out!!

At or below. They aren't safe this way. It's fine if they are below and she still sits comfortably until she's tall enough for the next level to be at her shoulders
