Should welfare only pay for a certain amount of children?

Let's say a woman starts on welfare with two children. Would it be okay if welfare gave her a cut off at 3 children? She can have more than three but the government will only provide care and money for three children. Same if a woman has one child, welfare agrees to two children but the third or fourth child she would have to figure out a way to provide for out of her own pocket?
