Circumsized 1yr old still doesn't show the ring of the tip

My son was circumcised. Apparently he still has a lot of skin around the head and it continues to attach to the ring of his penis so his whole penis won't show. He still has some swelling I guess due to this. When I go to the doctor he seems to be able to pull it back and my son screams like he's being tortured but I CAN NOT seem to pull it all the way back like the doctors do it. I'm truly concerned. I don't know what to do.
