normal or warts?

On the libia or lips, when I feel them they have small bump or wart like features. I was diagnosed with HPV a while ago but it only caused warts on my hands and feet. Can they cause vaginal warts? I don't shave my libia/or the lips of my vagina so it can't be that. Anyway I've had them for a while now, and I've only ever had one sexual experience. And they didn't have a STD I don't think. So???? What is is?
