My midwife said my thyroid level was low ?

My midwife said my thyroid is a little lo but almost normal. She was trying to explain that when it's "low" it actually means it is working too much ? Does this make sense? She said I can't do anything about it, I'm over half way through my pregnancy but I don't know the first thing about thyroid being low or high.
