oral equality

He always wants oral. But never gives in return. I was his first he ever went down on and he was actually amazing at it but now he won't. And I don't know why. When I confronted him about it he just says he doesn't know how to do it and I've encouraged him. He says he'll do it more often but never has. What gives? I'm currently provoking his oral receiving privileges. 😏
