So my doctor said that even with twins I couldn't show until 14-16 weeks because of where my uterus will be.  So does this mean that the babies are super low but everything else is being pushed up? The bottom is harder and the top is almost like a balloon .

Yes, as the baby grows he/she will push up your organs to make room from himself/herself and the growing uterus it's in.
I'm all bottom and I'm 20 weeks lol my baby girl is just now starting to curl up just a hair above my belly button.

Your doctor is nutso. Yes, the babies are still really down low prior to the second trimester, but even so they're  large when it's twins, and it pushes your organs up early. My twin bump was never "low," it always pretty much has centered on my belly button – and I know it was affecting my organs because when I started to show was also when I started getting heartburn, shortness of breath, etc. So yeah that bump is not all baby, but it's still baby plus organs which is as "real" as a bump gets!

I started showing at 8 weeks. I was trying to cover it up through the end of the school year since I didn't want families to know before going on summer break so I had to wear very flowy tops to cover my belly up.
