Does a break mean you are allowed to talk to other people?

To me a break is essentially an excuse to cheat and not get in trouble for it and then go back to your partner
To me breaks are pointless and if you need a break you should just breakup

This is my opinion and my opinion alone there will be others saying a break is great.

It really depends on what you and your partner decide. I'd talk to them about it. Some people just use it as a break to cool off and still wanna get back together so they don't act single. Which would be best if you wanna be with them again. Or if you'd be ok with them being with someone else or talking to them you gotta set your boundaries other wise you might end up like Ross and Rachel on friends

You take a break only when you love someone completely but one or both of you are struggling and feel you need some time to go over your problems alone, its hard to ask for and hard to accept. It is NOT an excuse to cheat. If you want to get with someone else just break up completely. Me and my fiancé had a break early in our relationship because we both had very hard personal situations and couldn't find the time to try to support one another while also keeping ourselves in one piece. If either of us had so much as flirted with anybody else I know full well that break would have become a break up.

In my experience, not if you want to get back with the person. That's a sure fire way to end the relationship completely. 
A break is to take a step back in the relationship, give each other some time to figure things out if you are really to that point.
