Hospital parking just for medical reasons and staff?

I recently went to a children's hospital with my sister to accompany her to a surgery her 3 month old son was having. The hospital had underground parking and when we tried to park we were turned away at entrance because it was full, I had to drop them off at the door and park six blocks away. I'm sure a lot of people who parked in there were not a patient or staff member! I can't imagine if my sister was alone and how she would of parked so far away and walk a sick baby who just had surgery 6 blocks or if a surgant was late to a life saving operation because of this! So my question is should hospital parking lots be just for patients and staff? It being regulated by you having to show prof of appointments or ID tag.
