If baby won't sleep in crib on back, what's the next safest option?

A car seat, rock n play, and any other type of swing or sitting device is not safe whatsoever. It's very easy for babies to get into a position that compromises their air way and could cause their death.

My ped told me whatever is most comfortable for baby and allows us to all get some sleep.

My son prefered his swing from graco, he liked the movement and music.  He didnt really sleep in his crib until 3 months. He did not like being swaddled at all.

Try elevating on end of the mattress with a wedge or towels My lo had a silent reflux and sleeping flat was uncomfortable for him so we raised on end and he slept waaay better

There are a lot of variables here.
If the baby can roll over independently, it's perfectly safe for them to sleep on their tummies.
Bed sharing isn't safe unless baby is in a dock a tot or some other space of their own, and I see SO many posts on here where mamas can't get older babies transitioned to their own cribs after bed sharing.
And car seats and rock n plays are not for extended sleep.
Try swaddling to help baby sleep on their back if they are still to young to roll. And white noise!
