I was told at my hospital that no one could be there with the baby when he is circumcised.

Where I live they no longer do the procedure in the hospital they do it in the Doctors office. In the Doctors office both parents can be present. I live in North Carolina.

At both hospitals i've worked at no one is allowed to be present during the procedure. Its technically a surgery and must be done on a sterile field. It is a very quick procedure and most providers use a local anesthetic block that completely numbs the area. Babys usually do just fine with pain management

Generally no one is allowed to supervise. It's a very quick procedure/surgery. I recommend the Plasti-bell method.
