I think it's to hold the kiddo in. It's not recommended to buy covers for the boppy that are not made by boppy as they may not fit properly and could pose a suffocation hazard.

Its to hold the baby in position so that baby doesn't scoot down and have neck possibly positioned to where he/she can't breathe well
