Is it normal for a doctor to examine breasts during school physical?

When I was in 8th grade I had a physical to play sports and a doctor "examined" my breasts. I felt very uncomfortable, but assumed it was protocol. However, I had physicals once a year after that and no one else did that to me until I was in high school my senior year and I had the same doctor and he examines my breasts again. I finally told my parents recently, but still to this day I don't know if it was normal or not.
