So confused!!!

I posted this in a different group but never got an awnser but I need whoever thoughts I can get, anything will help. It's been almost 3 weeks since I missed my period but I still haven't got a postive pregnancy test they all come back negative. I've been cramping for a couple of days and still no bleeding. My periods been pretty normal since I got off birth control, what does this mean? Am I pregnant?
