No Ultrasound

Is it normal for your Obgyn to not give you an ultrasound at 12 weeks? I had gotten one at 9 weeks and I asked if I was getting one again ( I was 12 weeks 2 days) and the doc said no because we had already done one already 🙄 I didn't even get a picture of the baby at the 9 week ultrasound so I was really bummed out about the whole thing. Does this have to do with insurance then? I have Medical HMO. If so, where can I go get an ultrasound so I can at least get a picture and heartbeat? Thanks ladies.
