Do I Have A Right To Be Annoyed ?

So I have money saved up and I mentioned having $200(no I dont only have $200 I have way more than that but I bought up 200 knowing how my husband loves spending money on crap he doesnt need)  
I've been telling my husband that I wanted some real hair extensions he had told me " i'm not buying them for you " I said " i'm not asking you to . 
So , the deal is . 
I've never ordered anything online so I asked him if he can help me when I deposit the money, he agreed . 
My baby shower is tomorow so I told him ima go get my nails done and I know how to cut mens hair but I don't want to cut his tomorow so I told him i'll pay for him to go to the barbershop and get a hair cut.  I bought up my extensions again and he said " i'll help you order them but save 40 bucks and i'll pay you back " 
I asked him " for what ? " 
He then said to me " because I have to pay my mom for the tables and chairs " well i'm NOT going to give money. I'm sorry if it sounds rude but I never asked for a baby shower if his mom wanted to make one then she should pay for the tables and chairs as well. Or my husband should of saved money -.- 
He never pays anyone back when he asks to borrow money. Knowing him I wont get the 40 bucks back, he will just say " I always buy you things anyway " 
Do I have a right to be annoyed for him asking me to save the $ 40 ?
