Running

My husband is in a police academy. His physical test is in a few weeks. He has to pass that to pass Academy. He has to run a certain distance and under 12 minutes. I honestly forget how far it is. His fastest time was 1206. He's trying to find ways to make himself faster. At Academy they jog or run quite often but lately it has been in the 90s here was like 100% humidity and it is seeming to affect him a little bit, he's been running at 13 and 14 minutes. And at first I thought maybe he could run in the mornings too, I really just don't know how to help him. He is in shape and he is very capable but how can he run faster? I know that seems like a dumb question but is there something he can do to train his body to get to that speed aside from just running, as there are certain technique? The thing is he would run certain laughs and a very quick time but running all of them at one time tends to wear you out of course so when he has to do the seven laps at once on the track he doesn't quite make time. I am definitely not a runner and I don't know the first thing about this stuff. How can I help him? Are there any seasoned runners out there?

He is 6'1 1/2 and 209lbs.
