all it really is in the end is an opinion. If they look good to her, let her liiiive. If you were close to them itd be a different story and id say give them positive suggestions and pointers on how to improve because I did that for my sister and her brows slaaay now. but I would never tell anyone their makeup/brows look UGLY.

well if you phrase it like that you're definitely not going to get any kind of a warm response. they know what they look like. They have a mirror. If you aren't a close friend it's not your place and it's not going to be taken well. and you're making the assumptions that A) they care what other people think and B) you and these other girls have better taste than they do. careful with that.

I would not use the word ugly, because that automatically is meant to insult. Calling her eyebrows ugly,  u indirectly call her ugly. 
I have told one woman in a store once,  that her eyebrow stylist was probably not so skilled and I recommend her the salon I go to. And obviously,  even that was taken as an insult... because let's face it, no matter how u say it, when u have someone that's not family nor a friend,  tell u ur eyebrows are not on point, u are literally telling them she looks like a clown...
