Count as cheating??

So my boyfriend and I were in a long distance relationship for a while. A few months actually. We were doing really well at first but then things changed. He stopped talking to me as much and would blow off FaceTiming me or calling me. It got bad enough that he would completely ignore me while his buddies were over. Claim he didn't wanna be on his phone but is always on it messaging his buddies when we are together. He moved to my state recently and it came out that he had "talked" to a girl he worked with. He told her one Friday that she should come over on Saturday and spend the day with him. They'd drink and hang out. Then he told her that he would do his best to control himself around her while drinking and he could say that while being sober but he couldn't make any promises when he was drinking. This whole time he's messaging her this stuff he is texting me saying things like do you have any idea how much you mean to me and I love you so much baby girl. Junk like that. He says that she never came over cause he realized it would be a mistake but that Saturday he told me some of his friends were coming over for a while and didn't talk to me. I don't know if this counts as cheating or if he lied and she really did come over. Should I be as hurt as I feel or am I just overreacting?? Help please. I don't know what to do.
