Confused if I should call police? PLZ READ ALL

Hello everyone! I am 15 years old and I'm just really confused on what to do! I live in Wisconsin, and I don't know what the rules are but if anyone knows can you please help me out!? My school counlar doesn't even know the legal things to it and didn't do anything about it! Ok I'm ranting sorry lol. So, every night and I mean EVERY night my mom drinks rum. After her Fiancé leaves, she drinks a lot and mixes it in with soda. She gets drunk I'm pretty sure. She will verbally abuse me, and rant on about life and how I am a slit and stuff. She can't walk super well either. She smokes also and I'm scared it's going to burn the house down. She is normal during the day. But at night she drinks. She doesn't make a lot of money and she Tries but idk what to do if I should love her or not. I've been abused by 4 boys (including her ex) and all this other $hit. I'm so lost........
