I get both arguments but in my OPINION, its hair. 
A culture doesn't OWN something. It comes from a culture, but its in public domain anyone can do anything. A lot of clothing styles come from different cultured but we still wear them. 
Also to people saying don't wear something just because its cute or trendy, thats why mist people wear ANYTHING. Clothes, makeup, hairstyles. 
Wearing it because you think it looks badass is fine.

If you're not wearing it for the right reasons and the right way it's cultural appropriation.
Wearing it cause it's "cute" and "trendy", is the WRONG reasons to get it. Wearing it in appreciation of black culture, and wearing it appropriately, is better.
