FMLA question

I am planning to be out for 12 weeks as allowed by fmla. This will span Labor day and Columbus Day holidays and the HR rep said those days are included in the week I am talking off and there is no difference. However, my friend who was a corporate HR director said they should not count like that because if the whole building is closed due to a holiday, those days should not count in my leave, it's like a weekend day. Therefore, he says they should count 60 days, not 12 weeks. The HR lady told me very definitely that they go by weeks and NOT hours.

Thoughts? How is your leave calculated?
