Breeding dog

Do you agree with people breeding their dog when they don't have training or anything for it? Especially more than once and not giving the female much of a break from puppies? I know this girl that just bred her female German Shepard for the second time and she doesn't have training, she's just jumped I to it pretty much. The female only had like 2-3 months of a break so that like 1 month without puppies. I'm tempted to report her. The female lost 2 puppies with the litter that was just born.
