5cm dilated @ 38 weeks being sent home

Has this happened to anyone? I'm 5cm dilated and 80% effaced and they could feel the amniotic sack bulging so I was told I was gonna have a baby either tonight or tomorrow morning. After not progressing for a few hours and my contractions not staying consistent or getting harder my OB said I'm not considered active labor and I got sent home. They said they couldn't break my water or give me medicine since I'm not 39 weeks. Feeling super frustrated and disappointed because I thought I was gonna have my baby tonight 😢
