Can they really make you?

So I saw this picture on ifunny (posted below) and it got me thinking. For those on house arrest, can they legally evacuate Florida?

Kinda wonder the same about prisoners. They may have fucked up by they're people too.

You are permitted to work with your parole officer and the jurisdiction responsible for your sentencing in these instances. 
   
House arrest doesn't always mean you can't leave your house.

I don't know about house arrest, but prisoners it depends. If the prison is able to, they'll temporarily relocate the prisoners to other prisons more inland. But that requires a LOT of manpower and time, so sometimes they just can't. Which leaves the inmates and correction officers stuck in the prison waiting out the storm. My husband is about to go in for a 72 hour shift at his prison. They're understaffed, expecting to have no power, and they've been threatened with a riot so.... yeah.

Yeah u can u just can't leave the state or a specific city zone depending on what your parole/work release requirements are
