I can't keep doing this

I need advice.

I'm "seeing" this boy, I'm 18 and he is 19 almost 20. We have sex and do things I would assume normal couples do, however, when it comes to the topic of relationship, he goes shy on it.

He tells everyone that he loves me, and wants to take things slow, but it's been a solid year, and still nothing.

I really just don't know what to do, I want to be upfront with him, but I don't want to make things awkward, especially because we have a party coming up and he is my plus one.

Any advice is great advice, please helpppp
