Toddler doesn't listen

How to get toddler to listen? My daughter is 2 and for the last week has been getting into the cats water dish. I have told her no, put her in time out probably 100 times (literally) she just screams the entire time. Then goes back and does it again. I keep putting her in time out a little longer each time and firmly telling her no, along with no toys. She just screams the entire time and smacks herself.
