Who to send flowers for Mother's Day

My mom is an amazing woman and I know she won't get anything at all for Mother's Day unless my husband and I (who live across the country) send her flowers. However, his mother (who we aren't close to, unless we get together and fake being the perfect family) has three other boys I'm sure will get her flowers. We don't really have money to have two bouquets of flowers sent, but I don't want to hurt any ones feelings .
