My fiance don't give oral

so I been with this guy for a yr now and this is our 2nd Time trying a relationship. we have known each other 8 + yrs and I can't understand why he doesn't mind receiving oral but doesn't do it it return. He makes comments to me like I'm gonna eat you up and blah blah blah but I'm just like I'll believe it when It happens or I wont hold my breath... In 6months he has made 2 separate attempts but it's like he doesn't like doing it or doesn't know what he's doing. he has 4 kids. he was married b4 and he is 40 yrs old! I'm lost at how to handle this. we making plans to be married and I'm trying not to let oral sex make or break us but damn. I'm feeling a lil neglected.
