15 month old pushing?

My 15 month old is going through a stage of pushing other children over? His nursery has mentioned it a few times and my mother in law said today he pushed my nephew who is 1 over a few times. I think he thinks it's a game. I don't know where he has picked it up from and don't know how to get him to stop. Do you think it's just a phase?

Mine pushes every now and again. But I've only noticed her pushing her cousin who is 7mo older. The first time it happened I was so surprised because she gave her a hug and a kiss then immediately pushed her over! I'm sure it's just a phase tho. Probably testing limits and learning that other people exist and can infringe on their space, which to a toddler, it's all their space. 😂

my baby does the same but its with his cousins, they are7-8 months and cant balance very well, so when they sit in their mat playing he will go over and push them so they fall on their back.. i feel horrible, I  tell him that is not ok and make him give them a kiss. I feel like he likes their reaction when they fall.. he's done it a few times now i don't know what else i can do!
