Which do you think is correct and why?

Question

A.) "You can't change laws without first changing human nature"
B.) "You can't change human nature without changing the law" 
Today in one of my classes we were debating this and it was really quite interesting so I'd thought I'd ask you ladies your opinions, preferably w examples 
(This is actually a quote from the book, "Unwind" by, Neal Shusterman)

First thought that comes to mind... If you can change human nature we probably wouldn't need laws because people would be decent...

I don't know if "human nature" really exists? Much of what we consider to be human nature is actually culturally taught to us.

Indeed it can go both ways but I would say that our politically correct world is making us lose sense of the scale. 
I am surprised how many choose B, trying to hold their faith that we can change human nature by the force of laws. I believe many who voted that might believe that we have so much evolve in those last few decades that we cannot accept death penalty, and so on... while the truth is that evolution is not that fast and certainly a doubtful idea for moral. Anyway, let s get to it. 
Of course, we have so many laws to force people to avoid doing things that might indanger others, themselves, and some time even the institutions who are making the laws. From crime laws, to fraud, to traffic control, people are force to keep their behavior. You know speed is dangerous from your physics class, so why should you have to be enforced? Actually, there are no limitation on some highway in Germany. The truth is in the statistics: we make laws to avoid problems from a minority most of the time. But a minority of murderers is still a concerning problem. Even though you might say that the world is a better place nowadays, you still need laws for a minority of cases. I especially got one case for death penalty I will always remember. Anyway, we still have crime, wars, adultery, fraud because it will always be part of our desires (until we genetically change ourselves at least). 
But as I mentioned speed limit, you can see there is a societal factor to take in account. Germans are more self disciplined so they require less monitoring. An interesting law I find to change our human behavior is for the family. We have been giving paternal leave for new fathers and it send a message to fathers to share the duty (I would say crap, because this include a lot of crappy diaper) of raising your child. Now it is less socially acceptable to not take care of your child as a father. So, a law can change our behavior. 
However, as much a law can change our behavior and morality, a law cannot change your nature.

Both are correct. 
"human nature" can change depending on the current enviornment, current society, law, etc. Law can influence decision making out of fear of punishment. 
But "human nature" can change and dictate law when it is unjust, unable to sustain a good quality of life, etc. Law can can influence people to push back and fight.
And human nature is in quotes because of the same thing Sparrow posted. I'm not really sure it exists because we are constantly influenced by what we are surrounded with. We are constantly changing and evolving.
