Toddler doesn’t listen

My daughter is about the be two. She doesn’t listen to anything. Literally! How do you do it?

I have put her in time out 100 times, took away her binky, tapped her hand, smacked her butt, firmly told her no, etc.

When I say no, she laughs and says it back. When I put her in time out, she will just sit there. When I take away her binky, she will cry for an hour then stop and go back.

Today, she was pulling diapers out of a back, I told her no and to put it back, she put them back and then went right back to taking them out. She climbs onto counters, the tables, tears the trash out, and just does not listen what so ever. What other things can I do to punish her? Yesterday she kept climbing into the dresser, so I took her out literally at least 50 times, tried time out, spanking, firm no’s. She just laughs!

This didn’t start until about a month ago.
