Can a grandparent from the father side be placed on child support?

So my daughter's father who we haven't been together sexually in about 4 or 5 months offered to come and help me out in my new apartment. While there he cried and pleaded to me he wanted a family again and for us to be together now mind you he is a heavy alcoholic and drug abuser. Granted I did choose to stay with him in the beginning through my pregnancy hoping and praying that he would change by the time she was born. So now my daughter OUR daughter is 7 1/2 months and he has yet to hold a steady job or help WITH ANYTHING but yet has money for extra curricular things SMH....... So while he was at my place he decides to ask to sleep with me and I turned him down telling him no because we have not been together and I don't know what he's been out there doing. Of course I was right because I grabbed his phone and saw all the messages and he went into a rage die to me finding out the truth that he decides to choke me, pull my hair, bite me, and bruise me all up while our daughter was scared to death screaming at the top of her lungs. I finally broke free from him to get to the baby where he proceeds to follow me as I go to grab the baby he swings her play pen with her inside of it and I just started yelling for help praying someone would hear and call for cops. He took off running and cops eventually showed up. There is currently a warrant out for his arrest and he is still hiding. Now my issue is I see him out and about with his mother and family through social media and people have told me they have seen him Coming in and out of his home I have called the police twice and when they arrive his mother does not open and if so says he does not live there which is false. I know she is hiding him and supplying him with money to maintain himself in hiding. Now my question is can I serve her with child support papers since she feels it's OK for him to have done what he did and maintain a grown ass 37 yr old man. I surely did not make this baby on my own and definitely do not plan on taking care of her on my own. any suggestions?
