It takes a village to raise a child. Mothers, fathers, grandparents, aunts, uncles, friends, teachers, etc. All are important.

Both should be. Unfortunately I think our society has condition mothers to be emotional and fathers to be harsh and unemotional because of toxic masculinity. I think that both a mother and father should both be invested in teaching and displaying emotion to their children

its impossible for one parent to teach emotional intelligence if the other parent isn't on board. most of the learning comes from the parents modeling behaviors

Absolutely both!! I don’t think there’s any job a mother is responsible for that a father isn’t except breast feeding. It drives me insane when my step kids come to me fur everything. I make a point to tell them to ask their Dad. I just think both parents should be responsible.

Both parents are responsible for teaching all things to their children.  That being said, if there are things that the parents together decide are best delegated to one based on expertise, then that's a joint decision.
For example, my husband is really good at conveying facts via speeches.  He is by far more intelligent than me.  However, I am able to break down facts and data to deliver it in a way that the audience can understand it.  
It takes both of us to teach presentation skills in this example with each of us having our own area of focus.
