I️ want to do this but how?

My husbands birthday is coming up. And I️ want to do something really special for him because he deserves it. I️ already planned to invite all his friends to meet as some place to have drinks and a good time, he’s going to love that because we never go out. It’s fun when we do. But I️ also thought maybe we can go out for dinner just him and I️. And I️ want to do it very special. I️ live in Los Angeles and I️ thought maybe dinner at the beach would be awesome? He’s kind a sweet guy and likes all the lovey dovey things. I️ saw on Pinterest many ideas on how to set up a dinner at the beach with candles and stuff. I️ don’t know if this is even allowed here in California. Can you have dinner at the beach here? With candles and a table set up and everything? The nearest beaches are Santa Monica, Venice, Malibu, Hermosa, Huntington Beach, playa del Rey, Marina del Rey.... lol those are the most nearest to me.
