Incredibly dry lips

Hey guys, this winter season my lips have been ridiculously dry, but unlike normally I can't get them to be satisfied for even a second. They hurt like crazy and are close to having cracks everywhere. I've tried everything I can think of, vaseline, coconut oil, regular chapsticks etc. My lips aren't absorbing any of it, it just sits on top until it gets rubbed away! I'm hoping some of you will have some ideas.
