Tummy Time Terror

My daughter won't do tummy time. She will only tolerate it for about 30 seconds and she's crying. She can lift her head up, and she can turn it side to side with ease but as far as using her little arms to prop herself up she's not even close. Her arms end up at her side's and she just cries. I know every new parent worries about their baby falling behind and I know all babies do things in their own time but I can't help but worry a little. She will be 3 months next week. I have tried using her boppy, putting a towel under her, doing it on my chest, it makes no difference she just doesn't like it. Anyone else experiencing this?
