Is #SheKnew reverting back to blaming women?

So Rose McGowan tweeted this about Meryl Streep in reference to the silent protest being staged by women at the Golden Globes. “YOUR SILENCE is THE problem. You’ll accept a fake award breathlessly and affect no real change. I despise your hypocrisy. Maybe you should all wear Marchesa.” It started #sheknew, and basically created a smear campaign slamming Meryl Streep for not speaking out sooner bc she could have prevented others from becoming victims. Later these posters of her popped up in L.A.

Meryl denies she knew about his behavior, and of course there's no smear campaigns against the men who were in the Weinstein circle. Do you guys think this is basically continuing to blame women for the behavior of men, or are ppl right to be angry bc they suspect she knew and didn't come forward?
