I think for many reasons. There are many many people living below the breadline that manage to raise kids and while that isn't ideal, they manage so really it means other people with slightly better resources will. Another reason is that if people had to wait until they were in a better financial position, they might never had kids. Finally, as long as you can provide the basic needs for your kids, they'll be fine. No child died from not having an iPad or something.

There’s never a perfect time to have kids. My wife lost her job when our daughter was 4 days old and didn’t find a job for 8 months. Ways to offset expenses: cloth diaper, breastfeed as long as you can and if you can’t, buy unopened formula of Offer Up, Facebook Marketplace etc. make your own baby food instead of buying it. If you want to love and provide for a child, then you will absolutely find a way to make that happen! Maybe that means shifting finances, budgeting differently, cloth diapering, or saving more aggressively. Maybe it means not a lot of baby “stuff” and instead endless laughter, adventures, and storytelling. You can give your child a wonderful childhood AND you can fit in the spending into your finances. You and your partner will figure out what feels best for you both.
The advice I was given when I had the same question was, “Think of a baby complimenting your life as it is- it’s the sweetest surprise that you naturally welcome in. Everything else falls into place.” 
It will and it does!
