It looks like eczema to be… I only say that because the rest of her arm even looks a little bit dry. Try very good baby eczema lotion called Mustela Stelatopia. Unless she has other symptoms, like fever or cough or runny nose, that could be hand foot and mouth disease, so if she has other symptoms just take her to the doctor. If not, try the lotion that it should clear up in about a week.

Not sure if I'm right but my little nephew gets that and doctor said it was eczema. U can buy this cream at Walgreens or Walmart it works great for him
