Dry spot help!?

I have really dry skin from the cold weather and I have two really stubborn dry spots on my face. One on my forehead and the other on my cheek. I’ve had them for like 2 months and I’ve tried everything from oils, lotions, creams, masks, and special treatments for dry skin and nothing works. I cant even wear makeup because it looks absolutely horrible over my skin and the skin just peels off underneath my foundation. I use a really good primer too. I don’t know what else to do so any suggestions or tips would be appreciated!
