Weird place to ask, but does anyone know what to do about an injured dog? No idea whose he is.

There is an injured dog on my front porch right now. He's missing two toes and has bone exposed where the toes are missing. He has a collar, but no tags. There's a bad thunderstorm now, so I can't go around knocking on doors to find his owner. Just can't get my toddler out in that, plus my yard is flooded and my car wouldn't be able to drive through it anyway. I live outside the city limits and have called the shelter in my area, who says they don't pick up animals. I've called animal control, but they're closed and do not have an emergency number. I've called the police, who told me to call animal control and said they could not help me when I said animal control was closed. They also told me that animal control will not pick up an animal outside the city limits (where I live.) I am extremely broke, so paying for this dog's treatment is not possible. The only thing I can think of to do is call animal control tomorrow and hope they will help despite the city limits issue, but the dog will probably be gone by then. Does anyone know what else I can do for him?
