Hooooooooly crap I need help pls

Sorry ok this is like the 5th post I've done but I CANT DO MAKEUP! I went to ulta and got lipstick but it's not very matte and it's super pink (I want matte and more neutral) I also got some eyeshadow but it's just grey all the glitter came off when I put it on 😠😠 I have a lotttttt of trouble with eyeliner making it match (yes I used tape but that doesn't help over my eyelid) and blending eyeshadow and not overdoing my brows. Pls help. I want to do like a sparkly silver lid with navy in the crease and this was my attempt. If you can tell what I'm doing wrong/give tips it would be greatly appreciated.

Sorry the mirror is super dirty and here is the dress. Also I'm 15 and never wear makeup and most ppl I know will go 'wow ur wearing a lot of makeup' and that makes me self conscious and I can't tell if they are making fun of me.

These are the products I have plus two kinda fluffy small brushes. I'd prefer not to spend a lot more money... like under $20. Anyways pls comment!
