Help! Help!

Okay everyone I am 20 years old and in my sophomore year of college. I have only been in one real relationship and that didn't last long. I want to get back into dating but the problem is....I'm a shy fuck. My parents are even trying to encourage me to get out there. I'm a black girl and I have a thing for white and Asian men but afraid of rejection because they don't date outside their race, which has happened with one before because of his mom. Plus I'm kind of insecure because of my arm.

There have been a few guys I have been attracted to on campus but I'm too afraid to approach them and talk or even flirt 😭😭. Honestly scared my arm may cause problems but my mom says too try. What could I do to build my confidence because I regret not speaking later on after a semester is over? I'm tired of seeing everyone in relationships and I'm just here. Lol help a lady out please
