Extremely dry skin?

Girls, I need help!!! This is the back of my thigh I don’t know if you guys can see it well but I have these like spots I think it’s because i have dry skin but I’m not sure. It gets itchy but I try not to scratch cause if I do it starts burning (obv). What should I do any lotions or body wash you guys recommend?? Please help 😩

I use the CVS baby lotion and makes my skin feel so soft

Cetaphil or cocoa butter lotions r good. Or really anything from like bath and body works. 
This isn’t a lotion is more like a petroleum jelly thing but aquaphor  is really good.

I just use coconut oil it works wonders

Eucerin- my moms radiologist recommended it for her radiation burn and it's super moisturizing plus it doesn't have anything in it to cause a reaction
