Saggy boobs

Okay so I’m only 13 and I started getting boobs when I was about 10, and ever since I’ve had saggy boobs. I guess that’s just how the developed, but it really bothers me. I my Nipples almost point down that’s how bad it is. Once they get support they look fine, I’m a 36c with a bra but once it goes off it just sags

and they look small. I feel so fake too because without a bra my boobs aren’t big. I’m not sure if they’re fully developed yet but, will they change? Or am I stuck with it? If I am what could I do to make them more perky? Thank you!💓
