14 week old teething???

So my baby girl has been drooling so much and has so much saliva I’m constantly cleaning her and even started using bibs now! She is always gnawing at her hands and basically anything u put next to her cheeks or mouth and seems to be more fussy at times so I’m thinking her gums are itching and she is going to start teething my mother in law thinks it’s not teething because she is too small she says. She use to sleep more thru the night but now it even takes forever to get her to sleep and if she sleeps it isn’t her 2-3 hours nap like usual she sleeps for like 30 mins to a hour or even 2 if she is really tired. I tried feeling her gums but i don’t feel teeth. Any advice? Could she be teething or is it something else? Please help!
