Am I blocked or on do not disturb?

Long story short I got in an argument with someone and when I text they don’t say delivered or anything underneath. So my text messages aren’t going through? And when I tried calling yesterday it rang 3-4 times and I got sent to voicemail. I tried calling again and it only rang once and straight voicemail then I tried again and it only rang twice and straight to voicemail. Am I blocked or is the phone on do not disturb? :/
